Please make the updates in approval assignment rule , for your condition, where if the launcher is also the owner of the role approver, skip it or send it one up owner manager.
I think you can “LCM Provisioning” or similar workflow such a way that if requester is same as owner, then owner approval is skipped

@Mandar45 If you are already using OOTB, and have owner in the approvalScheme, then it should automatically skip the approvals whenever owner is the requestor and approver. It should not require any further customizations. Please try and in case it is not working, share your LCM workflow and approval subprocess workflow.

I mean this only in the spirit to make this community better. This answer should not be allowed to be marked as the solution. A vague description of where a code change needs to happen without any details of what to change, how to change it, or even how to insert an approval assignments rule into the provisioning workflow is not a solution. It is just telling someone generally where this kind of stuff needs to be changed which is no better than a simple google search.
