I would like to confirm whether SailPoint Identity Security Cloud (ISC) supports manually retrying failed provisioning actions.

You can manually refresh the specific identity, it will try failed provisioning again for that identity.

Is this possible using the process identity?

You can create a scheduled workflow to search for failed provisioning accounts and process those identities.

Yes you need to click on process identity to refresh the identity.
