Would like to know if SailPoint Identity Security Cloud provides any feature that allows us to manually create an identity directly in the tenant without using a CSV. I am expecting there to be a user interface that enables users to manually create identities within the tenant.

You cannot manually create a Identity using UI in SailPoint ISC tenant directly. That is something which is not available in UI and API level.
Moreover, the Identity Updates are not possible from UI as well as APIs.
In order to create an identity in ISC tenant, you have to create Source and then, create an identity profile which should be mapped to that source. That’s how ISC as of now offers from identity creation perspective.
NERM is all together a different tool withing SailPoint Atlas Platform and ISC is different. If that customer has NERM license, then, you can create Non-Employee’s in there but in order to get those non-employee identities into ISC tenant, you again have to create a source and then an identity profile.
