What problem are you observing?
As reported here Workflow Executions API not allowing filter on startTime , many months ago, filtering using startTime doesn’t work.
A ticket was opened: PLTWRKFLW-4135, but after that no updates were posted to that (now) closed thread.
It seems that start_time instead of startTime is supported, but this is not documented.
