I need to select the application account(Having multiple accounts) to grant the system admin capability in IIQ. What is the best approach? We need to grant the capability on elevated account rather regular account. Currently both regular and elevated accounts are part of single application.

An IIQ capability is assigned to the identity cube and not to specific accounts. Do you mean selecting a specific account for a role or entitlement request? If so there are different settings to allow the selection/use of multiple accounts or multiple assignments.
