IDN - Issue with sp-config - BP Rule and connectorAttributes/cloudServicesIDNSetup

Hi.
Steps:

I export source with sp-config
- I add bprule and cloudServicesIDNSetup by patch source - test and work ok
- I import source by sp-config ( from step 1) and after export I still have BP rule defined and cloudServicesIDNSetup.

when I remove BP Rule and cloudServicesIDNSetup by patch it is removed
Why import configuration do not override this?
