Current IIQ behavior:
Access reviews containing no items and having no subordinate access
reviews are always automatically signed off using the certification initiator’s credentials.
Requirement: To disable this automatic signed off behavior.
The business requirement is to launch a certification for the roles which will not have any identities in them. These roles must be certified explicitly than the automatic sign off.
Uncheck the “Automatically sign off” option. I took the above screenshot from the Target certification, the same option will be present in other certification types.

Thanks for reply but this checkbox has already unchecked but it seems default behavior to auto signed off if there are no access items

Automatically Sign Off When Nothing to Certify:
Enable this option to automatically Sign Off an access certification, with
the assignee’s credentials, if the access review contains no items, even if
there are subordinate access reviews present. Access reviews containing no items and having no subordinate access reviews are always automatically signed off using the certification initiator’s credentials.
In your opinion if this box is not selected, it should NOT auto singed off even there are NO access items in the certification.
I tried following certification types but seen same behavior (auto signed-off, even checkbox is not checked).
