Entitlement Provisioning Requests Not Reprocessed After IQS Downtime

As shown in the image, the provisioning of some entitlements was attempted; however, our IQS was down at the time the request was made. Now that our IQS is operational, the requests were not reprocessed again. Why?

ISC will retry errors such as ConnectException and NoRouteToHost once per hour for up to 3 times. The first retry will not occur until at least 60 minutes after the initial failure.
