I have a use case where I need to certify a technical members of each application by their technical owner, not application owner or entitlement owner. What do you think the best type of certification to apply in this case.

@Saad_Raja you can use “Traget Certification”. Add a filter/population./rule for “Who do you want to certify?” and create rule to choose certifier.
You can use a Certifier rule in the Target Certification to do this. An example can be found in WEB-INF/config/examplerules.xml
@Saad_Raja Where do you store the technical owner information? Do you have an extended attribute in Application? or you store it in custom object? or somewhere else?
You need to write a Certifier rule to read this metadata and return it as the certifier.
