How to generate manager certification campaign in IdNow if the user’s role changes?

I believe you are asking for manager certification if user’s role within organization changes. This would be more of start certification when identity attribute or account attribtue changes.
This is not currently available in IdentityNow by OOTB config but PM would be releasing workflow in sandbox in some time. By using workflow and triggers(identity attribute change trigger) you can achieve this seamlessly.
You can wait for workflows to release and then try those.
