Can we download all the rules from config hub?

Can we download all the rules from config hub?
Is there anyway possible to download objects from config hub instead of copying it?
Is there anyway to export cloud rules from config hub apart from config hub as rule API has been deprecated?
I know for connector rule we can export it from VS code.

You can use SP-CONFIG API for this. However, you will have to get all the rules, ie cloud and connector

You can export rules by two ways. Using CLI or via API. Look at the link given below, will be helpful to you.
