Adding a Role to more than one account under 1 single identity

I am trying to add a business role to more than 1 account under a single identity. When I go into the “Request Access” form and get to the screen for choosing your account to put a role under, it usually give me a choice of more than 1 account under that identity name. But, if there is a business role with no entitlements within the IT role, it no longer gives the option. How can I make it to where whenever a business role is selected, yet has no IT role or entitlements attach, that it still give the option before you submit to put the role under more than one account in a single identity?

@derrickthomasvdot business role with no entitlements within the IT role, what we want to achieve here ? if you can give your requirement more clear then it should be easy for us to understand.

We would like a business role with no roles or entitlements within it to be able to go to multiple accounts within a single identity.

@derrickthomasvdot you want to maintain provisioning form in IT role ? please share the dev screen shot and also the requirement if possible. we can look for other options also.
