Can we check the audit logs for workflows that were disabled, meaning who disable the workflow and when, in IDN?

Yes , using search query :
name:"Disable Workflow Passed" AND target.name:"workflow name"
Actor column says who did it

Also, can we track the identity attribute values at the time of identity creation like we do with provisioning logs in IIQ?

Not sure with the comparison we are doing with iiq .but you want to see the provisioning activity of an identity. Give the identity id in the search query and check the account activity index

You can track identity attribute changes using “Identity Management > Access History”
