WF Native Change Account Created trigger not working without entitlement addition

Hello, I am trying to design a simple workflow that will send notification whenever there is out of bound account creation for any source where Native change detection (Account created) is enabled.

However, in my case the workflow trigger “Native Change Account Created” only works if there is an entitlement also added to newly created account. Without entitlement it does not trigger.

How is your native change detection configured on the source side?
Shall be something like that

Yes, but I did not select any non-entitlement attribute. Thought that is only for update scenario.
