Probably good to mention on this page that these are not all user levels. Currently the documentation says that the matrix table shows each user level, but this is not true. Access Request Administration is missing for example.

As part of our SOX controls, we need to know who has access to
1\ Access Model Metadata (the configuration of custom Metadata)
2\ Who has permission to edit the metadata on the entitlement/role level.
Currently neither are mentioned in the documentation.
