We have a client with iiq 8.1 p2 and we are going to update to version 8.4, a server migration will be done first because we have a problem with db, the backup war can be generated and updated to the version, or is there a way to update without generating the war ?

first of all, I suggest to you to reading those document:
the first is for 8.0 to 8.1 and the second regarding the upgrade until 8.3p2, but the logic and philosofy is the same for all version upgrade.
Symply, you need to deploy the configuration and you can do it generating war or use ssb command. In every case better upgrade for step, 8.1->8.2, 8.2->8-3 adn 8.3->8.4.
This is essential, because for each minor version upgreade you need to update the db with properly changes of each version.
Also, better if for each upgrade you login in SP, make same test ecc…with this practice you can detect better the errors or compatibility problems
