I can’t find any documentation anywhere so I am assuming that it is not possible.
Our client wants us to take the user’s photo from the HR source and send it to Entra.
Has anyone done this?

ISC doesn’t provision user’s photos to target sources.
An external customization might be required like convert image to base64 code in an attribute on HR Source → Aggregate this custom attribute to SailPoint → and provision this attribute as part of attribute sync to Entra and then some scheduled script to decode the value to image and assign the image on Entra for respective user.
Above approach is just a thought, never tried or implemented.
