Do sub-admin role and data segmentation work similarly?

Sub-Admin role is a sub role admin access which will allows specific set of users to perform a set of actions as per their assigned user access.
Data Segmentation: Data segmentation provides you with a policy driven, least privilege, data-level security control for administering entitlements and roles. Data segmentation also makes it easier for sub-administrators to perform their work, because the only records available to them are those which they should have access to.
