OOTB Certification Initial Mail from Workflow

Hi All,

We have created Transfer certification campaign and activated it all by a workflow through api call from HTTP Request action. But we see that once the certification campaign is activated, the OOTB Certification initial mail is not getting triggered. Can anyone tell me if this behavior is expected? If certification is created and activated from workflow do we need to configure explicit send email action, wont OOTB Certification mail be triggered?
