If I am not wrong if you need a DEV/QA tenant for your organisation then you need to pay for it. Every organisation by default gets 2 tenants PRD + STG, but for DEV/QA you need to pay more to get extra tenants.
You can reach out to your ORG’s CSM to get more details.
