I was wondering what the purpose of the option “Always launch the workflow (even if the usual triggers do not apply)” is in the Identity refresh tasks.

I have found some documentation stating that this option means that “a workflow is launched for each identity even if no identity triggers or provisioning policy questions apply”. However, what is the purpose of such workflow if no triggers applied? What would the use case be in order for this option to have to be enable?

the Refresh task launch the workflow “Identity Refresh” for all identity or for each identity contains in the filter. In some cases you can have a policy or a configuration that dont execute this workflow for some identities. With this flag, the workflow will be execute, in every cases.

A use cases could be that you a subset of identities that you dont want refresh with the daily refresh, so you configure that or create a policy. Otherwise, you want refresh that subset of identies only with certain conditions or one time in year, for example. In this case you can active this flag without modify the policies or the configuration.
