Is there any way to assign specific permission to Governance Group or permissions are only assigned to identity ?
Also is there any way to group permissions for governance group and control access based on that?

You can grant members of Governance group sub-admin permissions for Role or Source.
ā Role Sub-admin User Level, Source Sub-admin User Level
As Sharvari mentioned, you can only grant permissions to users, not governance groups. If you need all users in a governance group to have a certain permission, then you need to grant each individual member the permission.
