Configure backup certifier for Manager Certification

We are setting up a manager certification to certify all entitlements for a number of applications.

One of the requirements is that any identities that have accounts on these applications but that are missing a manager get assigned to workgroup to be certified by them instead.

Is there any way to configure a back-up certifier for a manager certification like you can for a targeted certification?

I’ve looked a doing a pre-delegation rule but if there is no certification getting created for these Identities in the first place I’m not sure how this would work

Manager certification , 1st find manager and then direct reportee and then generate certification .

Now in case if the manager is missing for any of the identity then that user will not be part of the certification .
