Configuration hub create backup

In the sandbox configuration hub, create backup is disabled. My account has admin access and Configuration Hub Backup Admin. Still create backup is grayed out.

Are the listed backups equal to 10? You can store up to 10 backups. Once the limit is reached, the ‘Create Backup’ option will be disabled
