I want to change the OU after enabling the users but I got this error

Are you using any custom rule to create the request? How exactly are you trying to change the OU and enable the users?

I have created an enable form to update the distinguish name in AD.

Would you be able to provide the xml of the form and/or the code for creating the provisioning plan? It seems that the identity target of the plan may not be not correct.
