If I remove birthright access items from all certification campaigns by default and I have some employees who only have birthright access items, do their managers still certify their access? Do their managers still get an email and look over everything etc.? I just want to be sure what is going on in that situation.
For example, this would only be very low level employees who basically just need HR and Timeclock access, which I remove manually from all campaigns. Will they still get certified?

When the Identity has nothing to be reviewed , there is no point of including the Identity in the campaign .
If the entire campaign belongs to this criteria - (no access identities) , the campaign after start will get into completed state automatically.
Additional information - The manager would not see such direct reports (identities with no access to review) to review in a manager certification. Neither such user(s) and their access would show up in Campaign Status Report. For instance, if a manager has 4 people reporting to them and only 1 of them has access addition to what birthright you excluded/filtered, only that 1 user would show up in the certification and status report.
