Is there a way I open the plugin to access by external / guest user?
Yes, it can be done by creating custom SPRights and assign that SPRight to External users. I have seen one example from TODO plugin

What is this plugin doing ? are you writing some API or you trying to give access to some quicklink ?

The external user is required to perform self registration from the Angular plugin.
