I observed that whenever we stage a campaign and use API to view the campaign details, I see the campaign created date and duedate showing up in UTC timezone.

Yes the dates are managed in UTC timezone and not with varied depending on the source of the API request nor the Tennant location.
As per my understanding not just the Campaign, I think most or all of the date timestamps are with respect to UTC timezone.
Like creation and last modified date timestamp of Source, Identity Profile and etc.
