Case#1 : Is possible create a Access review campaign and assign automatically to one of the delegations of the reviewer, if in case primary reviewer is not available to complete the review?

Case #2 : Is possible to create a Orphan accounts review , where the manager of an identity has left the company and not active. in this situation is possible to assign the review to the reviewer’s manager or at least a notification email can be sent to one or more delegations?

Work reassignment is the simplest solution to both of your use cases. However, if the requirement is a bit too complicated, then you can consider a Workflow
