The client requires the SailPoint IIQ to enable approvers to modify the entitlement requested by the user. Additionally, they would like to know if it’s possible to return the request to the requester with comments for modifying the entitlement. They are looking for best practices and possible workarounds for this requirement

is not possibile change a request. When a user create a request, is that. The approver can approve or not or add a comment.
Usally if a user make a wrong request, the approver dont accept and add a comment.
If you want his, you need to create and use a plugin or a custom WF.
It’s actualy quite complex usecase - in theory you can implement your own requesting workflow which will allow you to change requested entitlement during approval process.
However you will have to handle this completly on your own - therefore what I can suggest to you is the following:
If you go to LifeCycle Manager configuration
In Business Processes tab you will find Request Access workflow
This is the workflow you can select for requesting access - I would recommend using LCM Provisioning as a template and modify it in the way that it would create custom approval forms to allow changing requested entitlements.
As I said on the beggining - it’s not trivial topic and I would say the complexity of this integration from 1 to 10 would be very close to 10 but it is possible to implement it.
