If Access Profile has more than 3 reviewers, the 4º or more, bug:

I don’t think it’s a bug.Even in my tenant I have more than 4 reviewers.You can add more reviewers for your access profile based on your requirements

Generaly API accepts a list so dont expect significant mllimitations here. You can always set approvers with this call
