Acces denied error when starting Tomcat

Why i am getting this error when starting tomcat

java.nio.file.AccessDeniedException: /var/lib/tomcat/webapps/identityiq/WEB-INF/BundleManagedAttributeIndex

IdentityIQ needs to write to that file when creating the Free Text Index used in Access request. Please ensure the Tomcat user has access to write to /var/lib/tomcat/webapps/identityIQ/WEB-INF.
