Please check with your networking team. The server seems to be blocking Sailpoint IDN URL connectivity.

can you try just this command on powershell console of the machine from which you’re getting error - Invoke-WebRequest ‘Your IDN URL’ and see if it works and opens your website. If yes, then there might be an issue in you cmdlet/script.
