As of August 24th, the cursor query param and slpt-cursor response header have been removed from the list entitlements endpoint. Unfortunately, there was a miscommunication internally about this deprecation and we were not able to adequately notify our users of this deprecation before it happened. We are working on removing the cursor documentation from list entitlements.
